Establishes a pilot program relating to creating the solar panels to school districts on Long Island pilot program

Establishes a pilot program relating to creating the solar panels to the state universities of New York and boards of cooperative educational services located on Long Island in order that such universities and BOCES may conduct a training program for persons interested in learning solar panel installation and operation and then to install such solar panels upon school districts in Long Island.
