Requires that thirty percent of state agency property management contracts be awarded to minority and women-owned business enterprises

Requires that each agency letting contracts for the hiring of property managers for residential and commercial buildings structure procurement goals for such contracts that include the award of thirty percent of such contracts to minority and women-owned business enterprises; provides for the promulgation of rules and regulations.
