Overview
Adam Gray is a Democrat who has represented California's 13th congressional district since January 2025. The district is located in the San Joaquin Valley and includes all of Merced County and parts of Madera, Stanislaus, Fresno, and San Joaquin counties. Gray previously served in the California State Assembly from 2012 to 2022, representing the 21st district. He grew up in Merced working in his family's dairy supply and feed store and earned a bachelor's degree in political science from UC Santa Barbara.
Career
In the California State Assembly, Gray secured $3 billion for water storage in the Central Valley and helped bring funding for a new medical school at UC Merced. He founded the bipartisan Problem Solvers Caucus and advocated for irrigation districts' water interests, though this led to his removal as chairman of the Government Organization Committee. In Congress, Gray co-sponsored bipartisan bills to expand federal support for groundwater storage and recharge in California, introduced the Valley Water Protection Act (which would limit Endangered Species Act implementation in cases of national security risk or regional economic harm), and introduced legislation for a standardized wildfire rapid response system.
Prior political experience
Gray lost his first bid for California's 13th congressional district in 2022 by 564 votes to Republican John Duarte. He ran again in 2024 and won by a narrow margin of 182 votes in what was called the last congressional race to be decided in the 2024 election. In the California State Assembly, Gray was elected in 2012 with 58.2% of the vote, received 95.3% in the 2014 primary, won re-election in 2016 with 66.8%, in 2018 with 71.3%, and in 2020 with 59.6%.
