Biography

Overview

Andy Barr is a Republican U.S. Representative from Kentucky's 6th congressional district, serving since 2013. A lawyer by training, Barr previously worked in Kentucky Governor Ernie Fletcher's administration and in private practice. He was born in Lexington, Kentucky, in 1973, graduated from the University of Virginia and earned a law degree from the University of Kentucky. In April 2025, he announced a campaign for U.S. Senate to succeed retiring Senator Mitch McConnell.

Career

Barr has achieved several legislative successes. His Horseracing Integrity and Safety Authority Act passed both chambers and was signed into law in 2022 after years of advocacy. The CAROL Act, named for his late wife, was signed into law in 2022 and funds heart disease research. Camp Nelson was designated Kentucky's first National Monument in 2018 with Barr's involvement. He helped secure $87 million in HEAL grants for the University of Kentucky for opioid epidemic response. He authored the Military Sexual Assault Victims Empowerment Act (reintroduced multiple times) and has championed banking reform bills, though many remain in committee. He received a veto from President Biden in 2023 on a bill blocking ESG investing rules.

Prior political experience

Barr was first elected to Congress in 2012, defeating incumbent Democrat Ben Chandler 51% to 47% after a close 2010 primary race and narrow 2010 general election loss. He won reelection in 2014 with 60% of the vote against Elisabeth Jensen, in 2016 with 61.1% against Rev. Nancy Jo Kemper, in 2018 with 51% against Amy McGrath, in 2020 with 57.3% against Josh Hicks, and in 2022 with 62.7% against Geoff Young. In April 2025, he announced a campaign for U.S. Senate.
