Biography

Overview

Andrew Harris is a Republican U.S. representative for Maryland's 1st congressional district, serving since 2011. Before entering politics, he worked as an anesthesiologist at Johns Hopkins University and served in the Navy Medical Corps. He was elected to the Maryland Senate in 1998 and served until his election to Congress in 2010, when he defeated incumbent Democrat Frank Kratovil in a rematch after losing to him in 2008. Since 2013, he is the only Republican in Maryland's congressional delegation. Harris became chair of the House Freedom Caucus in 2024.

Career

Harris's major legislative focus has been on restricting abortion access, opposing the Affordable Care Act, defending gun rights, and limiting federal spending. He has cosponsored bills to ban abortion without exceptions and has supported federal six-week abortion bans. He led efforts to block Washington D.C. marijuana legalization, successfully adding provisions to spending bills to prevent it from taking effect despite D.C. voter approval. Harris played an instrumental role in restoring $60 million in federal funding for Chesapeake Bay cleanup after earlier proposals eliminated it. He successfully amended appropriations bills to restrict offshore wind farms within 24 nautical miles of the coastline. Harris has not passed major standalone legislation into law during his House tenure.

Prior political experience

Harris was first elected to the U.S. House in 2010, defeating incumbent Democrat Frank Kratovil by 14 percentage points in a rematch after losing to Kratovil by 2,000 votes in 2008. In 2012, Harris was reelected with 67% of the vote. In 2014, he won with over 70% of the vote. In 2016, he won the primary with 78.4% and the general election with 67.8%. In 2018, he defeated his opponent with 60% of the vote. In 2020, he won with over 63% of the vote. In 2022, his closest race since 2010 saw him win with 54.4% against former state delegate Heather Mizeur. In 2024, Harris was reelected to an eighth term with 59.41% of the vote against Blaine Miller III. Initially, Harris promised to serve only six terms (12 years) but opted to run again in 2022.
