Biography

Overview

Bobby Scott is a Democratic U.S. Representative from Virginia's 3rd congressional district, serving since 1993. He is the dean of Virginia's congressional delegation and the first Filipino American voting member of Congress. His district encompasses most majority-Black precincts of Hampton Roads, including Norfolk, Newport News, Hampton, Portsmouth, and parts of Chesapeake. Scott is currently the Ranking Member of the House Committee on Education and Workforce.

Career

Scott has been a vocal advocate for workers' rights, minimum wage increases, and expanded access to health care and job training. He co-sponsored the "Lee-Scott bill" in 2010 to assist long-term unemployed workers. He voted for the Affordable Care Act in 2009 and supported legislation protecting LGBT rights, including the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act and the Don't Ask, Don't Tell Repeal Act. He introduced the Death in Custody Reporting Act to require data collection on deaths in state and federal custody. He earned an "A" grade from the Lugar Center's Congressional Oversight Hearing Index during his tenure as committee chair.

Prior political experience

Scott was first elected to Congress in 1992 with 79% of the vote in the newly created 3rd district, a heavily Democratic, majority-Black district. He has won every election since, often by large margins. He ran unopposed in 2000, 2002, 2006, 2008, 2014, and 2018. His closest victory was in 2016 with 66% of the vote against Republican Marty Williams. He won his most recent election in 2024, defeating Republican John Sitka III. In his first congressional race in 1986, he lost to Republican Herb Bateman with 44% of the vote in the 1st district.
