Overview

Carol D. Miller is a Republican U.S. House representative from West Virginia's 1st congressional district, serving since 2023. Previously representing the 3rd district from 2019 to 2023, she also served in the West Virginia House of Delegates from 2007 to 2019. Before her congressional career, Miller was an educator and farmer, owning a bison farm and teaching manners classes in Huntington schools.

Career

Miller became the first woman to represent West Virginia's 3rd congressional district when elected in 2018 with 56.4% of the vote. She has been reelected multiple times with strong margins (71.3% in 2020, 66.7% in 2022, and 66.4% in 2024). In Congress, she has championed rural healthcare expansion, sponsored legislation on trade enforcement, and participated in multiple congressional caucuses focused on energy, agriculture, and regional interests. She is also noted for her opposition to free trade agreements that she views as harmful to American workers.

Prior political experience

Miller was first elected to the U.S. House in 2018, defeating State Senator Richard Ojeda with 56.4% of the vote in West Virginia's 3rd district. She was reelected in 2020 with 71.3% of the vote against Hilary Turner. After redistricting, she ran in the new 1st district in 2022 and won the primary with 66% of the vote and the general election with 66.7%. In 2024, she won reelection with 66.4% of the vote. Prior to Congress, she served in the West Virginia House of Delegates from 2007 to 2019, representing districts 15 and 16.
