Overview

Celeste Maloy is a Republican representing Utah's 2nd congressional district (currently running for the 3rd district) since being sworn in on November 28, 2023. An attorney and conservationist, she previously served as chief legal counsel to U.S. Representative Chris Stewart and as deputy county attorney for Washington County, Utah, focusing on land and water law. She was first elected in a 2023 special election and re-elected to a full term in 2024.

Career

Since entering Congress in 2023, Maloy has introduced 19 bills, most currently in committee. Notable legislation includes the Western Refined Fuel Reserve Act, the Geothermal Tax Parity Act, and bills addressing water management at Glen Canyon Dam and wildfire response. The GEO Act has been reported from committee. Her work reflects her background in land and water law, with particular focus on protecting water rights, supporting energy development, and addressing natural resource management in the West. Prior political experience

Maloy was first elected in a 2023 special election for Utah's 2nd congressional district. She won the Republican nominating convention on June 24, 2023, then won the September 6 primary against former state Representative Becky Edwards. In the November 21 general election, she defeated state Senator Kathleen Riebe by a comfortable margin and was sworn in on November 28, 2023. In 2024, she faced multiple challengers in her re-election bid. After losing the state convention with 40% of the vote, she advanced to the primary under Utah law. She won the June 25 primary by an extremely narrow margin, with a recount confirming her victory by 176 votes on August 5, 2024. She then won the general election against Democratic candidate Nathaniel Woodward and Constitution Party candidate Cassie Easley. Due to mid-cycle redistricting, she is running for Utah's 3rd congressional district in 2026, where she will face former state representative Phil Lyman in the primary.
