Biography

Overview

Chris Pappas is a Democratic U.S. House representative from New Hampshire's 1st congressional district, serving since 2019. He is the first openly gay man to represent New Hampshire in Congress. His district includes Manchester, the state's largest city, as well as the Seacoast and Lakes Region. Pappas previously served on the New Hampshire Executive Council from 2013 to 2019. In April 2025, he announced his candidacy for the U.S. Senate seat being vacated by Jeanne Shaheen.

Career

Pappas was ranked the most bipartisan Democrat and 3rd in bipartisanship overall in 2023 by the Lugar Center. He is a member of the Problem Solvers Caucus and the New Democrat Coalition, reflecting a moderate approach to governance. He has championed LGBTQ+ rights protections and has taken nuanced positions on foreign policy, notably voting against troop withdrawals from Syria while calling for critical review of military engagement. He co-chairs the Congressional Equality Caucus and has worked across party lines on infrastructure and veterans' issues.

Prior political experience

Pappas was first elected to Congress in 2018, defeating Republican Eddie Edwards with 53.6% of the vote in a contested race. He was reelected in 2020 with 51.32% of the vote, defeating Republican Matt Mowers. In 2022, he won reelection with 54% of the vote against Karoline Leavitt. In 2024, Pappas won his fourth term, winning the Democratic primary with 95.2% of the vote and defeating Republican Russell Prescott in the general election by 32,641 votes.
