Overview

David Rouzer is a Republican U.S. Representative from North Carolina's 7th congressional district, serving since 2015. Born in 1972 in Germany, he earned a degree in agricultural business management from North Carolina State University. Before his House tenure, he served in the North Carolina State Senate (2008-2014) and previously worked as a legislative aide for U.S. Senators Jesse Helms and Elizabeth Dole. He is known for his focus on agriculture, transportation, and regulatory reform.

Career

In the North Carolina State Senate (2008-2014), Rouzer sponsored 17 bills that became law, focusing on driver licensing reforms and environmental regulation. In Congress, he coauthored a provision in the 2019 John D. Dingell Jr. Conservation Act that allows annual World War II Heritage City designations. He has sponsored over two dozen bills in the House, though only two became public law as of 2019. Rouzer supported Texas v. Pennsylvania in December 2020 and objected to the 2020 electoral certification on January 6, 2021.

Prior political experience

Rouzer first won North Carolina's 7th House seat in 2014 with 60% of the vote after an unsuccessful 2012 bid where he lost to incumbent Mike McIntyre by 655 votes—the closest House race nationally that year. He was reelected in 2016 with 60.9% unopposed in the primary, in 2018 with 55.5% (his narrowest House victory), and in 2020 with approximately 60%. In the North Carolina State Senate, he won in 2008 with 52% of the vote and was reelected in 2010 with 70%.
