Biography
Overview
Donald Gene Davis is a Democrat representing North Carolina's 1st congressional district in the U.S. House of Representatives since 2023. A former Air Force officer and educator, Davis previously served in the North Carolina State Senate from 2009 to 2011 and again from 2013 to 2023. He is known for his moderate Democratic positions and bipartisan approach to legislation.
Career
In the North Carolina State Senate, Davis was recognized as a moderate with a bipartisan record. He successfully advocated for $215 million in funding for East Carolina University's Brody School of Medicine expansion and supported broadband expansion in rural communities. In Congress, he has introduced bipartisan legislation on flood mitigation with Republican Marcus Molinaro, co-authored opinion pieces with Republican colleagues, and received the Congressional Management Foundation's Democracy Award for bipartisan engagement in 2025. At the end of 2024, he voted for the National Defense Authorization Act, which protected 520 jobs at Seymour Johnson Air Force Base.
Prior political experience
Davis was elected to the U.S. House in 2022 with 52.27% of the vote against Republican Sandy Smith's 47.73%, maintaining Democratic control of the district following incumbent G. K. Butterfield's retirement. He ran for reelection in 2024 under new congressional boundaries and defeated Republican nominee Laurie Buckhout by 1.5 percentage points. In his earlier North Carolina State Senate career, Davis won his first state Senate seat in 2008 with 53% of the vote but was defeated in a 2010 rematch. He returned to win the redrawn 5th district in 2012, ran unopposed in 2016, defeated Kimberly Robb in 2018, and was re-elected in 2020 against Karen Kozel.
