Biography
Overview
Emanuel Cleaver II is a Democrat serving as U.S. Representative for Missouri's 5th congressional district since 2005. He is a United Methodist pastor who previously served as Kansas City's first African American mayor from 1991 to 1999 and on the Kansas City Council from 1979 to 1991. As of 2025, he is in his 11th term in Congress and previously chaired the Congressional Black Caucus from 2011 to 2013.
Career
Cleaver has voted with the Democratic Party 95.8% of the time during his tenure and achieved 100% alignment with President Joe Biden's positions as of 2022. He is noted for bringing federal funding to Kansas City through earmarks. He voted for both articles of impeachment against President Trump in 2019, making him one of only two Missouri House members to do so. He has been recognized as a moral leader in his community.
Prior political experience
Cleaver first entered Congress in 2005 after winning the Democratic primary in 2004 with 60% of the vote against Jamie Metzl. The general election results from 2016 show he won his 5th congressional district seat with 190,766 votes (58.8%). Additional 2016 election results for other races show his earlier victories with margins ranging from 36.5% to 52.9%.
