Biography

Overview

Herbert C. Conaway Jr. is a Democratic U.S. Representative from New Jersey's 3rd congressional district, serving since 2025. Before his election to Congress, he served in the New Jersey General Assembly from 1998 to 2025, representing the 7th legislative district, where he held leadership positions including Deputy Speaker and Majority Whip. Conaway is a physician and former Air Force officer who served in the Air Force Medical Corps from 1992 to 1996, reaching the rank of Captain. He holds both an M.D. from Jefferson Medical College and a J.D. from Rutgers School of Law—Newark, making him the only member of the New Jersey legislature to hold both degrees. He continues to practice medicine as a specialist in internal medicine.

Career

In the New Jersey General Assembly, Conaway served as Deputy Speaker from 2002 to 2005 and again starting in 2022, and held the position of Majority Whip from 2014 to 2017. He opposed anti-vaccination legislation in 2011 and supported eliminating religious exemptions from vaccination requirements in 2019. In Congress, he has sponsored legislation focused on veterans' healthcare, small business protections, and opioid antagonist access for veterans. He serves as Vice Ranking Member on the Veterans' Affairs Committee.

Prior political experience

Conaway was first elected to the New Jersey General Assembly in 1997 from the 7th District as the top vote-getter, serving continuously until 2025. He previously ran for the U.S. House in 2004 in New Jersey's 3rd congressional district but lost to Republican Jim Saxton. In 2024, after incumbent Democrat Andy Kim decided to run for Senate, Conaway entered the race and won the Democratic primary in June 2024, defeating his legislative district-mate Carol A. Murphy, before winning the general election to represent New Jersey's 3rd congressional district in Congress.
