Biography

Overview

Joyce Beatty is a Democratic U.S. Representative from Ohio's 3rd congressional district (Columbus area), serving since 2013. She previously served in the Ohio House of Representatives from 1999 to 2008, where she was the first female Democratic House leader in Ohio history. Before her political career, Beatty worked as senior vice president of outreach and engagement at Ohio State University and served as Montgomery County health and human services director.

Career

From 2013 to 2020, five of the 88 bills Beatty sponsored became law, though all were wrapped into broader bills. She chaired the Congressional Black Caucus from 2021 to 2023. Notable actions include supporting both impeachments of Donald Trump, voting for the Marijuana Opportunity Reinvestment and Expungement Act in 2020, and introducing the End Price Gouging for Insulin Act in 2019. In 2021, she was arrested while protesting in the Hart Senate Office Building to advocate for voting rights legislation.

Prior political experience

Beatty was first elected to Congress in 2012, when she won the Democratic primary in the newly redrawn Ohio's 3rd district with 38% of the vote, defeating former U.S. Representative Mary Jo Kilroy. In the general election, she defeated Republican Chris Long. In 2020, she won her primary with 68% of the vote against progressive challenger Morgan Harper and won the general election with 71% of the vote against Republican Mark Richardson. She was appointed to the Ohio House from her husband's seat in 1999 and won full terms in 2000 (82%), 2002 (82%), 2004 (unopposed), and 2006 (87%), before term limits prevented her from running again in 2008.
