Biography

Overview

Kevin Kiley is a U.S. Representative from California's 3rd congressional district, serving since 2023. He was first elected as a Republican in 2022 but switched to independent status in March 2026, citing frustration with partisanship. Before Congress, he served in the California State Assembly from 2016 to 2022. He holds degrees from Harvard University and Yale Law School, and previously worked as a lawyer at Irell & Manella specializing in intellectual property.

Career

Kiley has championed ending federal funding for California High-Speed Rail and has authored legislation to prevent retroactive taxation of former residents' assets. In the State Assembly, he introduced bills to ease student school transfers and ban vaccine mandates. He also sought to close a DMV office reserved for legislators, calling for government "of the people, by the people and for the people." His 2021 gubernatorial campaign emphasized school choice and limiting teachers' union influence. He has maintained focus on reducing federal overreach and promoting worker flexibility through multiple bills.

Prior political experience

Kiley was first elected to the U.S. House in 2022 from California's 3rd district, defeating Democratic candidate Kermit Jones. He was re-elected in 2024 over Democratic candidate Jessica Morse. Following a 2025 redistricting, he announced on March 2, 2026 that he would seek re-election in the redrawn 6th district instead of the 3rd district, and filed for re-election as an independent on March 6, 2026. He previously ran unsuccessfully in the 2021 California gubernatorial recall election, finishing sixth with 3.5% of the vote (255,490 votes). Prior to Congress, he served in the California State Assembly starting in 2016.
