Biography
Overview
Kevin Mullin is a Democrat representing California's 15th congressional district in the U.S. House, serving since January 2023. Before his election to Congress, he served in the California State Assembly from 2012 to 2022, representing the 22nd district on the San Francisco Peninsula, and held the position of Speaker Pro Tempore from 2014 to 2022. He is the son of Gene Mullin, who also served in the California State Assembly. Before entering the Assembly, Mullin served on the South San Francisco City Council, including one year as mayor, and worked as a local entrepreneur and business owner.
Career
In the California State Assembly, Mullin championed Proposition 19, which provided support for fire victims, disabled individuals, and the elderly. As Speaker Pro Tempore from 2014 to 2022, he held significant leadership responsibilities, regularly presiding over Assembly floor sessions. In Congress, he has focused on sponsoring legislation across energy, transportation, healthcare, and environmental policy areas. In February 2025, he left a hospital to vote against a budget resolution favored by the Trump administration, demonstrating commitment to party priorities during a close vote.
Prior political experience
Mullin was first elected to Congress in 2022, defeating San Mateo County supervisor David Canepa with 55.8% of the vote in the Democratic primary to succeed retiring Representative Jackie Speier. He was sworn into the House on January 7, 2023. No general election results are provided in the data, though a 2020 California General Election entry shows 182,419 votes at 75.4%, which appears to relate to his Assembly district rather than his congressional race.
