Biography

Overview

Lloyd Doggett is a Democratic U.S. House representative from Texas's 37th district, serving since 1995. He is the oldest member of Texas's congressional delegation and was previously a Texas state senator (1973-1985) and Texas Supreme Court justice (1989-1994). He represents the same district once held by President Lyndon B. Johnson. Doggett is known for his progressive positions on taxation, healthcare, and environmental issues.

Career

Doggett authored the American Opportunity Tax Credit as part of the 2009 stimulus package. He passed the 2013 bill creating a national commission to reduce child abuse and neglect deaths. He championed the NOTICE Act (2015), which notifies Medicare patients about their coverage status, and the Medicare Identity Theft Prevention Act (2015). He led efforts on campaign finance reform and corporate tax enforcement. He was the first sitting Democrat to publicly call for President Biden's withdrawal from the 2024 race.

Prior political experience

Doggett was elected to the House in 1994 in a Republican landslide year. He has been reelected consistently, often with substantial margins. In 2020, he won his district with approximately 71.4% of the vote. His races have been affected by Texas redistricting changes in 2003, 2012, and 2022. In 2010, he faced his closest race since 1996 with 52% of the vote. In August 2025, Doggett announced he would not seek reelection in 2026 if the Republican-backed redistricting maps were upheld.
