Biography
Overview
Lloyd Smucker is a Republican U.S. representative from Pennsylvania's 11th congressional district, serving since 2017. The district includes Lancaster County and most of southern York County. Before Congress, Smucker served in the Pennsylvania State Senate (2009-2016) and as president of a family construction company for 25 years.
Career
Smucker's legislative focus includes opposing government spending, supporting tax reductions, and advocating for healthcare market competition. He voted against the Affordable Care Act repeal and replace efforts, supported repealing Dodd-Frank provisions, and has voted to reduce Medicare benefits. In 2021, he was one of 30 Republicans voting for the Farm Workforce Modernization Act granting legal status to agricultural workers. In 2026, he cosponsored the DIGNIDAD Act creating a pathway to legal status for illegal immigrants paired with stricter enforcement.
Prior political experience
Smucker was first elected to Congress in 2016, defeating Christina Hartman with 53% of the vote in Pennsylvania's 16th district. After redistricting in 2018, he represents the 11th district. In 2018, he won reelection with 59% of the vote against Democratic nominee Jess King. Election data from 2008, 2012, and earlier 2018 results appear to reflect his state senate races.
