Biography
Overview
Marcy Kaptur is a Democratic U.S. Representative from Ohio's 9th congressional district since 1983, making her the longest-serving woman in congressional history. Born in Toledo in 1946, she holds degrees in history and urban planning. Before her election to Congress, she worked as an urban planner in Toledo and served as a domestic policy advisor in the Carter administration.
Career
Kaptur introduced and championed the legislation that established the National World War II Memorial, which President Clinton signed into law. She led Democratic opposition to NAFTA and other free trade agreements, opposed the 2008 bank bailout, and introduced the Glass-Steagall restoration bill. She is co-chair of the Congressional Ukraine Caucus and has been a vocal advocate for Ukrainian military aid. In 2018, she became the longest-serving woman in the House; in 2023, the longest-serving woman in Congress overall.
Prior political experience
Kaptur was first elected in 1982 with 58% of the vote, defeating incumbent Republican Ed Weber in a surprising upset. She won reelection in 1984 with 55% and dominated elections from 1986-2008, frequently winning with 74% or more. Her margins narrowed in the 2010s as the district became more competitive; she won 59% in 2010 and 56% in 2012. Her 2020 victory was 63%, but in 2022, facing a redrawn district that favored Trump, she won 56.6%. In 2024, she won reelection by less than one percentage point (48.3% to 47.6%)—the first time in her career she failed to secure a majority.
