Biography
Overview
Mark R. Warner is a Democrat and the senior U.S. senator from Virginia, a seat he has held since 2009. Before his Senate career, he served as Virginia's governor from 2002 to 2006. Warner is a self-made businessman who founded Columbia Capital, a venture capital firm, and co-founded Capital Cellular Corporation. With a net worth of $214.1 million, he is one of the wealthiest members of Congress. He is currently vice chair of the Senate Democratic Caucus and vice chair of the Senate Intelligence Committee.
Career
As governor, Warner implemented a bipartisan tax reform package in 2004 that increased revenues by approximately $1.5 billion annually while cutting food and some income taxes, allowing Virginia to maintain its AAA bond rating and make the largest K-12 education investment in state history. In the Senate, Warner has been instrumental in shaping financial reform legislation, including key provisions of the Dodd-Frank Act co-written with Republican Bob Corker. He successfully advocated for improvements to military housing, Arlington Cemetery operations, and expanded PTSD treatment for female veterans. He also led the Senate Gang of Six in bipartisan deficit reduction efforts from 2010-2013.
Prior political experience
Warner was elected to the Senate in 2008, defeating Republican Jim Gilmore with 65 percent of the vote in what was the most lopsided margin for a contested Senate race in Virginia since 1988. He carried all but four counties statewide. In 2014, he defeated Republican Ed Gillespie with a much narrower margin of only 17,727 votes. In 2020, Warner defeated Republican Daniel Gade with 56 percent of the vote to Gade's 44 percent. On December 2, 2025, Warner announced he would seek reelection to a fourth term.
