Biography

Overview

Michael McCaul is a Republican U.S. Representative from Texas's 10th congressional district, serving since 2005. He is an attorney and former federal prosecutor who specialized in counterterrorism and national security. McCaul chaired the House Committee on Homeland Security during three Congressional terms and became chairman of the House Foreign Affairs Committee in 2023. On September 14, 2025, he announced he would not seek re-election.

Career

McCaul has been a major advocate for Ukraine, meeting with Ukrainian leadership and pushing for military aid including fighter jets and ATACMS missiles. He introduced cybersecurity legislation in 2013 requiring the Department of Homeland Security to coordinate federal cybersecurity efforts. He has supported border wall construction and the Remain in Mexico immigration policy. McCaul voted against both articles of impeachment against President Trump in 2019 and against creating an independent commission to investigate January 6.

Prior political experience

McCaul first won election to the U.S. House in 2004 in a newly created Republican district where no Democratic candidate filed. He has won reelection consistently, though his closest race was in 2018 when he defeated Democrat Mike Siegel with 51.1% of the vote to Siegel's 46.8%. In 2020, he again defeated Siegel. His 2020 general election results show he received 60,323 votes (42.7%) in one category. Announced September 14, 2025, he will not seek reelection in 2026.
