Overview
Morgan Luttrell is a Republican U.S. Representative from Texas's 8th congressional district, serving since 2023. He is a military veteran who served as a Navy SEAL for 7 years before being medically retired in 2014 due to traumatic brain injury and spinal cord injury sustained in a helicopter crash. Luttrell holds a Bachelor's degree in psychology from Sam Houston State University and a Master's degree in applied cognition neuroscience from the University of Texas at Dallas. He is known for his work on veterans' issues and national security matters. On September 11, 2025, he announced he would not seek reelection in 2026.
Career
As a congressman, Luttrell has focused on veterans' affairs and national security. He introduced an amendment that passed the House to allocate $15 million for clinical trials of psychedelic therapy for veterans with traumatic brain injuries, drawing on his personal experience with these treatments. He also joined colleagues in requesting an investigation into alleged antisemitic comments by a Department of Veterans Affairs attorney. Among 71 Republicans, he voted against the Fiscal Responsibility Act of 2023. He has sponsored bills addressing veterans' claims processing, compensation adjustments, and memorial affairs.
Prior political experience
Luttrell was first elected to Congress in 2022. In the Republican primary for Texas's 8th district, he won with 52.2% of the vote, avoiding a runoff against second-place finisher Christian Collins who received 22%. In the general election on November 8, 2022, he defeated Democratic nominee Laura Jones with 68% to 31%. In 2024, Luttrell ran uncontested in the Republican primary and was reelected in the general election against the same Democratic nominee, Laura Jones.
