Biography

Overview

Norma Torres is a Democratic member of the U.S. House of Representatives representing California's 35th congressional district since 2014. Born in Guatemala in 1965, she immigrated to the United States at age five and became a U.S. citizen in 1992. Before her congressional career, she served on the Pomona city council and as the city's mayor, and represented the 32nd district in the California State Senate. She has a background as a 9-1-1 dispatcher and labor organizer with AFSCME.

Career

In Congress, Torres has championed gun safety measures, veterans services, and consumer protection legislation. She has focused attention on January 6th accountability through sponsored bills establishing a truth commission and an oral history project. She has been vocal on abortion rights, holding a 100% rating from NARAL Pro-Choice America. As a member of multiple caucuses including the Congressional Hispanic Caucus and the Black Maternal Health Caucus, she has worked on issues affecting these communities. She opposed the Supreme Court's overturning of Roe v. Wade, calling it "devastating" and saying it reversed "years of hard-fought progress" for women. She has also worked on infrastructure resilience and wildfire prevention in her state.

Prior political experience

Torres was first elected to the U.S. House in 2014, defeating Democratic primary opponent Christina Gagnier with 63.5% of the vote. She has been reelected three times: in 2016 with 72.4% of the vote against Republican Tyler Fischella; in 2018 with 69.4% of the vote against Republican Christian Valiente; and in 2020 with 69.3% of the vote against Republican Mike Cargile. In her 2022 reelection campaign, she accused Salvadoran President Nayib Bukele of interfering by urging voters to oppose her.
