Biography

Overview

Ralph Norman is a Republican U.S. Representative for South Carolina's 5th Congressional District, serving since 2017. He is a real estate developer from Rock Hill, South Carolina, and previously served in the South Carolina House of Representatives. Norman won a special election in 2017 after Mick Mulvaney vacated the seat to join President Trump's administration. He is known as a staunch conservative, with voting records placing him among the most conservative members of Congress.

Career

Norman has championed fiscal conservatism through bills targeting government waste, including measures to eliminate earmarks, repeal congressional pay raises, and conduct oversight studies. He has been elected chair of the Conservative Opportunity Society and maintains membership in the Freedom Caucus. As a vocal Trump ally, he voted against both Trump impeachments and supported efforts to investigate election fraud claims. He serves on important committees overseeing financial services and budgeting, allowing him to advance conservative fiscal priorities.

Prior political experience

Norman won a special election on June 20, 2017, with 51.0% of the vote against Democrat Archie Parnell (47.9%) after securing the Republican nomination through a runoff. He was reelected in 2018 with 57.0% against Parnell (41.5%), in 2020 with 60.1% against Mauricus Brown (39.9%), and in subsequent cycles against Democrat Evangeline Hundley. He previously served in the South Carolina House of Representatives from 2005-2007 and 2009-2017.
