Overview

Raul Ruiz is a Democratic U.S. Representative for California's 25th congressional district, serving since 2013. A physician born in Mexico and raised in Coachella, California, Ruiz holds three graduate degrees from Harvard University, including a medical degree. He worked as an emergency physician at Eisenhower Medical Center before entering politics and gained national attention by defeating incumbent Republican Mary Bono in a major 2012 upset victory.

Career

Ruiz has championed healthcare expansion and protection, particularly for underserved populations. He voted against efforts to repeal the Affordable Care Act and has supported Medicare and Medicaid improvements. His legislative efforts focus on food-as-medicine programs, tribal healthcare access, and immigration protections. He secured federal funding for the Salton Sea restoration project and has been active in veteran affairs. Ruiz received a 2025 Carnegie Corporation of New York Great Immigrant Award.

Prior political experience

Ruiz was first elected in 2012 with 52.9% of the vote against 15-year incumbent Mary Bono Mack, considered a major upset. He was reelected in 2014 with 54.2% against a competitive race, then won with approximately 60% in 2016 and 2018. In 2022, after redistricting to California's 25th district, Ruiz won with 57% of the vote. He was reelected in 2024 with 56.3% of the vote against Ian Weeks.
