Overview

Scott Perry is a Republican U.S. Representative from Pennsylvania's 10th congressional district, serving since 2013. He is a retired Army National Guard brigadier general who previously served in the Pennsylvania House of Representatives. Perry is known for his conservative voting record and his role as former chair of the House Freedom Caucus (2022-2024). His district is centered around Harrisburg, York, and surrounding areas in Dauphin, Cumberland, and York counties.

Career

Perry's major legislative focus has been on energy policy and transportation infrastructure. His election margins have strengthened over time, winning with 60% in 2012 and reaching 54% in 2022. He was elected chair of the House Freedom Caucus in November 2021, serving through January 2024. Perry has been a significant participant in Republican foreign policy debates, particularly regarding Taiwan, Ukraine aid, and Middle East policy. He opposed the American Rescue Plan Act of 2021 and voted against multiple foreign aid packages.

Prior political experience

Perry first won election to the U.S. House in 2012 with 60% of the vote in the 4th congressional district. He has been reelected every two years since: 2014 (75%), 2016 (66%), 2018 (51.3%, in the reconfigured 10th district), 2020 (53.3%), 2022 (54%), and 2024 (50.6%). His most competitive races were in 2018 and 2024. Before Congress, Perry served in the Pennsylvania House of Representatives starting in 2007, winning his first state house race with 71% and two subsequent terms unopposed.
