Biography
Overview
Steven Horsford is a Democratic U.S. Representative from Nevada's 4th congressional district, serving since 2019 (previously 2013-2015). He is the first African American to represent Nevada in Congress and served as chair of the Congressional Black Caucus from 2023 to 2025. Before his congressional service, he was a Nevada state senator from 2005 to 2013, where he became the first African American majority leader. He is a member of the House Progressive Caucus and focuses on healthcare, social security, and workers' issues.
Career
In Congress, Horsford secured an agreement for the Tule Springs Fossil Beds National Monument designation and about 50,000 acres of wilderness protection in north-central Nevada during his first term. He was an original co-sponsor of H.R.15 supporting a pathway to citizenship for undocumented immigrants. He voted for both articles of impeachment against President Trump in 2019. He is a sponsor of H.R. 40, the reparations commission bill. In the Nevada Senate, he became majority leader in 2009 and served on the Senate Finance Committee during his tenure.
Prior political experience
Horsford was first elected to Congress in 2012, defeating Republican Danny Tarkanian 50%-42% in Nevada's newly created 4th district. He lost reelection in 2014 to Republican Cresent Hardy. In 2018, he returned to defeat Hardy in a rematch. He won reelection in 2020 against Jim Marchant by five points, in 2022 unopposed in the primary against Sam Peters by about 5%, and in 2024 unopposed in the primary against John Lee (former mayor of North Las Vegas) by about 8%. He previously served in the Nevada State Senate, winning his 2004 race 72%-28% and his 2008 reelection with 74% of the vote.
