Biography
Overview
Troy Carter is a Democratic U.S. Representative for Louisiana's 2nd congressional district, serving since 2021. Born in New Orleans in 1963, he previously served in the Louisiana State Senate, New Orleans City Council, and Louisiana House of Representatives. He holds degrees from Xavier University of Louisiana and the University of Holy Cross, and is one of two Democrats in Louisiana's congressional delegation.
Career
As a state legislator, Carter authored or co-sponsored 75 bills that became law and chaired the Louisiana Senate Democratic Caucus. In Congress, he championed the Inflation Reduction Act. He has consistently supported LGBTQ+ anti-discrimination protections since 1993 and prioritized minimum wage increases. He is a founding member of the Congressional Equality Caucus and the Climate Solutions Caucus.
Prior political experience
Carter was elected to the U.S. House in a special election held on April 24, 2021, winning the runoff with 48,511 votes (55.2%) against runner-up Senator Karen Carter Peterson's 39,295 votes (44.8%). He advanced from the primary on March 20, 2021, finishing first. He was sworn in on May 11, 2021. Carter was previously elected to the Louisiana State Senate in 2015 with a 56.8% vote share in the runoff election. In 2006, he unsuccessfully ran for Louisiana's 2nd congressional district seat against incumbent William J. Jefferson.
