Biography

Overview

Zoe Lofgren is a Democrat representing California's 18th congressional district, which covers much of Santa Clara County including San Jose, Gilroy, and Morgan Hill. She has served 16 terms in Congress since her first election in 1994 and is known for her work on tech policy, intellectual property, and immigration issues. A lawyer by training, she earned her B.A. from Stanford University and her J.D. from Santa Clara University School of Law.

Career

Lofgren has served as an impeachment manager three times, including during President Trump's first impeachment trial in January 2020. She chaired the House Ethics Committee beginning in 2009 and the House Administration Committee in the 116th and 117th Congresses. She chairs the California Democratic Congressional Delegation. She introduced the Foreign Anti-Digital Piracy Act in 2025 and co-sponsored the Green New Deal resolution in 2019. She has been reelected every two years since 1994 with no substantive opposition.

Prior political experience

Lofgren was first elected in 1994 in a six-way Democratic primary, winning by just over 1,100 votes against the favored candidate, former San Jose mayor Tom McEnery. In the 2020 general election, she received 224,385 votes, capturing 71.7% of votes cast. She has been reelected every two years since 1994 with no substantive opposition. She represented California's 16th district before redistricting moved her to the 18th district.
