Biography

Overview

David Scott was a Democratic representative for Georgia's 13th congressional district from 2003 until his death in 2026. Before his election to Congress in 2002, Scott served in both chambers of the Georgia Legislature and operated a small advertising business. He was the ranking member of the House Agriculture Committee from 2023 to 2025 and was the first African American to chair that committee.

Career

Scott served 23 years in Congress, representing Georgia's 13th district. He was elected in 2002 with 59% of the vote and was re-elected eleven times, running unopposed in 2004, 2014, and 2016. He previously served 20 years in the Georgia Legislature (House and Senate combined). Scott served as ranking member of the House Agriculture Committee from 2023 to 2025, becoming the first African American to chair that committee. He supported the Affordable Care Act and the final version of the 2008 financial bailout after securing provisions to aid homeowners facing foreclosure. Scott was also known for bipartisan bill sponsorships and co-sponsorships.

Prior political experience

Scott first won Georgia's 13th congressional district seat in 2002 in a five-way Democratic primary with 53.8% of the vote, then defeated Republican Clay Cox in the general election with 59%. He was subsequently re-elected eleven times, including running unopposed in 2004, 2014, and 2016. He faced no other election as competitive as his 2002 general election.
